Webb Municipal Finance, LLC (WMF), a Municipal Securities Rulemaking Board (MSRB) Registered Municipal Advisor Firm, offers assessment engineering, special tax consulting, and comprehensive program management of special financing districts on behalf of public agencies. With proven experience in all areas of municipal finance, a robust list of services, and an excellent project management approach, coupled with our mission of integrity in our dealings with clients, staff, public, officials, and the public, is what makes WMF the absolute right choice to provide efficient and fluid management for all projects.


WMF became a separate entity from Albert A. Webb Associates (WEBB) due to the rules imposed by the U.S. Securities Exchange Commission (SEC) requiring firms and consultants providing certain types of advice to the principal agencies to register with the SEC and MSRB. WEBB took proactive measures to transition the Municipal Finance Department to this new entity, separate from the operating owners and principals of WEBB. In addition, all Municipal Finance Department personnel transitioning to WMF, ensure the team's institutional knowledge, history, and thorough understanding of our clients' needs are preserved.



Meet the Team

Our team of associates is comprised of senior level staff, multiple Registered Municipal Advisors Representatives, and experts who have dedicated their careers to assisting communities, build the necessary services and infrastructures through special financing districts.


Heidi Schoeppe

President/Managing Director & Chief Compliance Officer

Registered Principal Municipal Advisor Representative

Heidi is a leader in the development of innovative solutions for the formation and administration of special financing districts for municipalities throughout California.


Heidi specializes in providing full program management, administration, annexation, district auditing, constituent relations, and consulting services including Municipal Improvement Act of 1913 and Improvement Bond Act of 1915. With over 15 years in the field, Heidi has managed infrastructure and services special financing district formations and has executed numerous bond financing and refinancing projects totaling more than $725M in debt issuance, providing significant savings to her clients and their constituents.



Charmaine McCarvel

Assessment Manager

Charmaine, Assessment Manager, assists municipalities with formation, annexation, financing, and annual administration services which includes apportionments and bond payoff calculations for special financing districts.


She offers 16 years of expertise in the Landscaping and Lighting Act of 1972, the Municipal Improvement Act of 1913, and the Improvement Bond Act of 1915. She has provided a full range of services including Proposition 218 compliance, dynamic client support with the preparation of a wide variety of legal documents, and annual budget reports. Charmaine currently serves as a Project Manager for many clients including the Cities of Chino, Temecula, and Redlands.



Matt Chesney

Finance Manager

Registered Principal Municipal Advisor Representative

Matt is responsible for providing administration, formation, annexation, and consulting services for hundreds of special financing districts like the Coachella Valley Water District and Eastern Municipal Water District (EMWD).


Matt has experience working along the 1915 Act Assessment Districts and the 1972 Act Landscaping and Lighting Maintenance Districts. Matt’s focus is in delivering comprehensive special financing district administration services and legislative updates affecting municipalities. While serving as an Assistant Project Manager for EMWD, Matt plays an integral role in the operation of the agency’s CFD program from formation to bond sale, administration, and maturity of the bonds.



Nadia Benali

Senior Assessment Associate

Nadia, a Senior Assessment Associate, provides administration and consulting services to municipalities throughout Southern California to ensure their special financing districts function smoothly. Nadia has served as lead contact for all of her clients and has administered and consulted on the Landscaping and Lighting Act of 1972, Mello-Roos Community Facilities Act of 1982, Municipal Improvement Act of 1913, and Improvement Bond Act of 1915.



Brent Howard

Senior Finance Associate

Registered Municipal Advisor Representative

Brent Howard, a Senior Finance Associate at WMF, offers experience administering hundreds of special financing districts for the Coachella Valley Water District, Eastern Municipal Water District, City of Temecula, City of Santee, City of Beaumont, and County of Riverside.


His proven attention to detail and strong work ethic, make him an asset to the company and the clients for which he provides assistance. In addition to administration services, he has also played a key role in special projects including new money bond issuances, refunding, and formations.
